The Commission on Elections (Comelec) discussed their 2016 Election Preparations with the Joint Congressional Oversight Committee on Automated Elections System (JCOC-AES) today, September 17 at the Senate Session Hall.
Commission on Elections (Comelec) Chairman Andres Bautista reported an update on the Preparations for the 2016 National and Local Elections. According to the Chairman Bautista, the number of registered voters have been increasing with a total of 52, 336, 844 registered voters as of July 20, 2015.
“The number of registered voters have been increasing. There was a period of marked increase from April 20 To July 20, 2015. There has been continuous cleansing of this vulturous list,” Bautista said.
However, there are still 3, 130, 377 lacking biometrics as of August 30, 2015. In a comparative study presented by the Comelec, NCR, Region IV-A and Region 3 were the regions with the most number of voters but also had the largest numbers without biometrics.
“In the last 3 months, we have been averaging about 300,000-400,000 voters who have been complying with the Republic Act 10367, which says that all voters need to provide or validate their biometrics otherwise they would be deactivated. “ Bautista added.
Under Republic Act 10367, it is the policy of the State to establish a clean, complete, permanent and updated list of voters through the adoption of biometric technology.
Recently, the Comelec raised a #NoBioNoBoto campaign to encourage citizens to participate in the upcoming 2016 elections as the voter’s registration period is to end on October 31.
Despite being one of the agendas of the joint committee hearing, the Comelec was not able to test a Precinct Count Optical Scan (PCOS) machine due to the machine’s unavailability.
The Smartmatic-TIM has been tasked to bring a machine the next joint committee hearing as the purported 99.995% accuracy rate of the PCOS machines have not yet been tested.
Also discussed during the meeting as part of the preparations are the Lease of all New Vote Counting Machines, Procurement-AES related Goods and Services, VCM and EMS Software Customization , Source Code Review, International Certification and Ballot Printing. The Millennial Post
